That is because these services are on the very grey edge of being a scam. Such services install basic diagnostic software which will find minor problems on any system. The company will then ask for money to fix the problem, as minor issues exist on even properly functioning systems there is always more to fix. Once you have given the company your credit card you typically are charged a yearly fee which you may have not understood you agreed to. Avoid such companies if possible as dealing with them can be costly and may not even help your computer run better.
